Russian Gas Phase-Out: Recommendations on the Council’s 7th compromise

In the context of the Russian gas phase-out, it is essential to safeguard the Union’s security of supply and ensure that alternative sources of energy are not hindered by regulatory or administrative barriers.
Considering the 7th Council revision of the compromise, Eurogas proposes the following targeted adjustments to guarantee that the regulation remains both effective in meeting its strategic objective and practicable for market participants and Member States’ authorities.
These three adjustments balance the EU’s strategic goal of phasing out Russian gas with the operational imperative of secure, efficient energy supply. Eurogas stands ready to work with the Commission and Member States to implement a workable, future-proof framework.
In brief, these are:
- Limit information requirements to imports that originate in or are exported from Russia so that non-Russian gas flows are unaffected by barriers
- Replace ex-ante authorisation for non-Russian gas and LNG imports with ex-post monitoring to minimise risks of disrupted operations
- Acknowledge explicitly that in complex value chains and hub trades it may not be possible to identify the production site of imported gas, so that this potential requirement does not in fact prevent such volumes from entering the Union market
