Eurogas assessment of the TEN-E 2026 Trilogue Positions

Read full Eurogas assessment here.

Following a detailed review of the respective positions of the European Commission, the European Parliament and the Council regarding the revision of the TEN-E Regulation (EU) 2022/869, Eurogas would like to share the outcome of its members' assessment of several key provisions. This assessment echoes and complements recommendations presented in the Eurogas position paper “European Grids Package: A Technology-Neutral & Integrated Energy System” (April 2026).

Overall, Eurogas believes that an effective revision of the TEN-E Regulation should support balanced and responsive infrastructure planning, facilitate the development of hydrogen and CO₂ infrastructure, and streamline procedures for strategic projects. Particular attention should also be given to creating a framework for hydrogen infrastructure that enables investment, including in repurposed gas assets, while reflecting the current uncertainties surrounding market uptake, demand and infrastructure deployment.
