EU Energy Security Framework Revision: Improving diversification, transparency and the complementarity of gas and electricity

In 2024, the Commission launched a fitness check of the Union's security of energy supply. This Call for Evidence and Public Consultation evaluated the legislative architecture for energy security, and Eurogas provided feedback.
Now in October 2025, the Commission has launched a Call for Evidence for revising the EU's energy security framework, to which Eurogas has again provided a response, calling for this review to enable a diversified and resilient energy system, prioritise market-based measures to avoid costly interventions, and strengthen the framework's operational readiness through targeted clarification and simplification.
Building on Eurogas’ prior response, as well as our recommendations for a competitive European Energy Security of Supply framework, we offer the following targeted input on the key areas for action identified by the Commission in this review process:
- Avoid measures that unintentionally create barriers to diversification
- Update the 2030, 2040 and 2050 natural gas consumption projections with range-based scenarios
- Support domestic production of less carbon intensive energy
- Streamline transparency and origin tracing requirements
- Limit access to sensitive contractual information under Russian gas phaseout proposal
- Focus on the link between gas and electricity infrastructure
- Adapt and repurpose gas infrastructure
- Enhance predictability and transparency of transmission tariffs
- Focus on market-based measures to fill storage
- Futureproof gas supply standards
